Web cams and live internet feeds. How do you set it up?

Please keep visiting this question for updates from me. I recognize I need technical help so a simple, single response from you would most likely be insufficient.

I have a Creative WebCam, version 1.0. Its capable of video feed over the net... but the fastest internet video feed I can get is 1 frame per second. There is a faster, more generic video setting... that resembles real video... but that setting doesnt send to a remote site automatically.

I dont need to send to a remote site. I have my own web site on my own home computer... hosted with WAMPs Apache software (with PHP and MySQL)

How can I set it up so that my live video from my web cam will render in my web browser over my personal site at the fastest speed possible?

How do normal sites do video feeds? Is it an application in the HTML code that receives continuous feed? Or is it an advanced JavaScript application that continuously refreshes an image?

i think the easiest thing to do would be to have the live webcam stream through http://ustream.tv/

Its very easy to use and has alot of privacy settings. After you get the live video on ustream all you have to do is embed the stream into ur website.
